Assam tenders a bridge on the Sikdamakha–Pantaloo road, West Karbi Anglong: ₹1.27 crore, item rate, 540 days, closing 25 November 2026.

The Government of Arunachal Pradesh Public Works Department has issued tender DD/2026-27/11, ID 2026_PWDAP_3727_1, for a protection wall on Lower Jumi road in Kakoi Circle, Papum Pare District.
Division Doimukh runs the procurement under CE PWD Western Zone and Capital Circle PWDAP.
Bids close on 30 October 2026, with opening on 2 November.
Read the arithmetic. Earnest money is INR 51,000. At 2 percent EMD, that implies a package near INR 25 lakh.
A sub-30-lakh retaining structure carries a 730-day completion term and a five-day submission window. PWDAP has scheduled no pre-bid meeting.
The compressed window filters. Any contractor who must mobilise survey crews and price unmeasured hill-slope quantities from scratch cannot respond by 30 October.
What remains is the Doimukh and Itanagar pool already registered with PWDAP and already holding plant in Papum Pare district.
Under item-rate contracting, the split is clear:
- Quantity risk sits with the department.
- Rate risk sits with the contractor.
- Margin: on a hill protection wall, that split decides the margin.
Slope failure depth stays unknown until excavation opens the cut face. A wall specified at three metres can run to six once the monsoon has finished with it.
Then there is the 730 days.
Two monsoon cycles inside a package this small tells you Division Doimukh expects the wall built around the rain rather than through it.
Contractors should price idle plant and re-mobilisation after each washout. The realistic working season on this alignment is closer to five months than twelve.
Watch the Lower Jumi award.
If it lands with a bidder holding no Papum Pare plant, expect a time overrun well before 2028. The tender fee plus EMD outlay of INR 56,000 becomes a sunk cost for a firm that could not mobilise.
State PWDs across the hill districts are now spending on asset protection rather than new carriageway. These packages are being cut small enough that only local capacity can answer them.
