The document trail is specific.
Karnataka's Leader of the Opposition R. Ashoka released papers on 24 October alleging Bruhat Bengaluru Mahanagara Palike awarded a Rs 133 crore solid waste and transfer station package to Muniyappa Enterprises, a firm with FY24 turnover of Rs 3.34 crore against a Rs 10 crore threshold the state government itself notified in 2018, and no GST registration.
Remove the party politics and the procurement structure still fails on its own terms.
On Package 2, an additional security deposit of Rs 6.79 crore was waived against an estimated Rs 55.04 crore.
On Package 5, Rs 5.99 crore was never collected.
That is Rs 12.99 crore of performance security missing from a 21-package programme.
Bengaluru Solid Waste Management Ltd issued work orders regardless. The LoA went out on 22 May after the Finance Department had already raised the flag.
The larger exposure is unbuilt geography.
All 21 packages were tendered before land for the transfer stations was identified.
Waste autos running 8–10 km per haul cannot complete two trips a shift.
A contracts manager cannot schedule a scope whose site obligations are undefined, and an operator who cannot schedule will recover idle time through claims.
Three options sit with the BBMP Commissioner and the Urban Development Department.
1. Cancel and re-tender: clean, but it resets the programme by a procurement cycle and leaves transfer capacity exposed through the next monsoon.
2. Proceed on Packages 2 and 5 only after recovering the Rs 12.99 crore: defensible commercially, awkward legally once the LoA has issued.
3. Quarantine the two disputed packages for a Lokayukta reference and run the remaining 19.
Our read is that security should be reinstated conditionally across all 21 packages, not two.
Minister Krishna Byregowda's Freedom from Waste campaign and D.K. Shivakumar's public offer that complainants could call him directly both become unverifiable while the deposit stays waived and the land stays unidentified.
Central Swachh Bharat Mission money funds this scope; flat residents already moved from Rs 40 to Rs 400 a month in waste fees.
The signal is narrower than a corruption story.
In asset-light municipal service contracts, turnover thresholds and additional security deposit are the only real leverage an urban local body holds over delivery.
Waive them at LoA stage and the performance guarantee is paper.
Operators bidding Bengaluru's next solid waste tranche should price two things into the rate: re-tender probability, and delayed site handover.
