The Bengaluru Metro Rail Corporation (BMRCL) will float fresh civil-work tenders for Phase 3 within 45 days, after the Karnataka state government granted in-principle approval to a revised plan.
The decisive change: double-decker structures will now cover only about 11 km of the 44.65-km alignment, instead of stacking metro viaduct over road flyover along the entire corridor.
A full-length double-decker scheme concentrates execution risk into a handful of packages that demand specialist precast, heavy lifting and tight interface management between road and rail agencies.
That narrows the bidder pool and inflates risk pricing.
By isolating roughly 11 km of genuinely stacked sections and running the rest as conventional elevated viaduct, BMRCL:

BMRCL is the dominant decision-maker and asset owner. The Karnataka government is the approving authority, with the Ministry of Housing and Urban Affairs the standard co-funder of Indian metro equity.

Consultants will rework designs; precast and segment-casting supply chains gain forward visibility.
The industry signal: metro agencies are trading design ambition for bankability.
Integrated road-plus-rail structures look efficient on paper but concentrate interface risk that contractors price straight back into bids.
Expect tighter, smaller scopes, faster award cycles and a bidding field that rewards contractors who can deliver standard viaducts at pace rather than novelty structures.
For the urban transport pipeline, this is a procurement reset — delivery capability, not grand design, now sets the timetable.
