Amid the contrasting demands on Goa’s infrastructure driven by high tourism and environmental sensitivities, Chief Minister Pramod Sawant has made a critical proposal to the Union government.

At the 11th Governing Council meeting of the NITI Aayog, Sawant requested an adaptation of the CSS funding formula to a 90:10 ratio, mirroring the support provided to Northeastern and Himalayan states.

The rationale lies in Goa's unique land composition—over 60% of its terrain falls under forests, eco-sensitive zones, and the Western Ghats. This reality amplifies the per-capita cost of service delivery, particularly given the annual influx of over one crore tourists, which dwarfs the state's population of 15 lakh.

Despite previous central allocations totaling more than Rs 40,000 crore in the last decade, the existing assessment scales do not accommodate Goa's specific socio-economic structure. This leads to strained infrastructure demands and underscores per-capita expenditure allocations.

Strategic Context

Sawant's request also aligns with broader economic and geopolitical strategies shared by Prime Minister Narendra Modi at the same meeting. The underpinning of these discussions is a strategic shift to support ‘Viksit Goa @2037’, a vision for a developed Goa by 2037.

However, this request, if accepted, would require rebalancing allocation criteria on a national level. The need to tailor states' funding structures to consider unique economic profiles could set a precedent with significant ramifications for other states seeking similar adjustments.
