In a significant move to enhance the welfare of construction workers, the Indian government has announced a financial scheme aimed at assisting contractors in providing on-site housing for their workforce.
As revealed by Housing and Urban Affairs Minister Manohar Lal Khattar, the scheme will draw funds from the labour cess collected on construction projects. This presents a dual advantage of improving worker living conditions while alleviating contractors' financial burdens.
This development comes in concert with the government's increasing focus on infrastructure, highlighted by an expanded infrastructure budget of Rs 12.2 lakh crore for the fiscal year 2026-2027. The government insists on elevating the quality and safety standards through potential mandates on durability certificates for buildings, promising better structural integrity and longevity.
The proposed financial aid is strategic, addressing the practical execution challenge where contractors struggle with the overheads of temporary housing for their workforce. This initiative not only boosts the morale and productivity of workers but also aligns with broader policy driven by the Transit Oriented Development (TOD) policies and sustainability goals.
Khattar also emphasized the role of modern technologies like pre-fabricated construction in speeding up projects and addressing urban congestion through developments within 500 meters of transit systems. Such policy maneuvers are designed to decongest densely populated areas like NCR, where the NCR Planning Board has plans to develop four new cities.
