The mandate arrived years before the instrument.
HSPCB recommended closure of 13 Gurugram construction sites on Friday for failing CAQM dust-mitigation norms. The dust portal it enforces through could not accept air-quality sensor data until last month.
That sequencing gap is the story.
Of 974 active C&D sites the Haryana State Pollution Control Board identified across Gurugram, 898 have geo-fenced pan-tilt-zoom cameras streaming to the board's dust portal.
Only 524 of those carry linked PM2.5 and PM10 sensors.
The rest sit in a zone where the regulator can watch a site but cannot read what it emits.
Until last month, HSPCB could monitor camera feeds only.
"We could only check the air quality sensors and dust sensors through physical inspections," a senior HSPCB official said.
Two months of field visits produced 13 show-cause notices — sites with neither camera nor sensor. Fifteen days to comply, then closure and penalty.
The camera-only sites were not in that first tranche. They are the second.
Under CAQM directions, every project above 500 sqm must:
- Register
- Install geo-fenced cameras and low-cost sensors
- Integrate live feed with HSPCB and CAQM's Integrated Command and Control Centre in Delhi
Sensor telemetry is now ingestible.
The evidence gap that shielded hundreds of sites is closing.
Commercial exposure for Gurugram's developers and contractors is schedule, not fine.
Closure means idle cranes, standing labour, deferred slab cycles, and RERA milestone slippage — costs that dwarf any environmental penalty.
A 15-day cure window fits inside no construction programme.
Contract intelligence: sensor supply, installation, and portal-integration obligations belong in the EPC scope, with integration risk allocated explicitly.
Most contracts do not do this, and the 13 notices are what that omission looks like when an authority switches on telemetry.
Risk warning: price the 450.
