India Has 998 km of Metro Under Build. It Adds 78 a Year.

The Arithmetic of Expansion

The arithmetic is the story. India had 248 km of operational metro in 2014.

Tokhan Sahu, Union Minister of State for Housing and Urban Affairs, told the Urban Mobility India conference in Bhubaneswar on Friday that the network now exceeds 1,185 km across 26 cities.

That is 937 km in twelve years. About 78 km commissioned each year.

The 998 km Pipeline

Then the number that actually matters. Another 998 km is under construction.

At current commissioning rates that pipeline is a twelve-year queue. MoHUA has carried an under-construction figure near 1,000 km for successive years.

The pile is not shrinking, and new sanctions are not meaningfully growing it. Awards are entering faster than assets are exiting.

Where the Execution Risk Sits

For contractors, the split matters more than the total. Viaducts, piers and tunnelling move first and move fast.

What stalls is downstream:

- CBTC signalling
- Rolling stock induction
- Depot commissioning
- Systems integration
- Safety certification

A 998 km civil pipeline implies a signalling and traction order queue that domestic manufacturing capacity cannot absorb on schedule.

That is where liquidated damages accumulate, and it is where EPC contractors holding integrated systems packages carry the exposure.

Delivery and Contingent Liability

Delivery runs through state-controlled metro rail corporations, with Delhi Metro Rail Corporation still the largest single executor and the default consultant to newer networks.

MoHUA sanctions. State SPVs borrow, execute and service debt.

Farebox revenue covers a fraction of debt service on most networks, so state budgets absorb the gap as contingent liability.

The Host State Signal

Note who hosted. Odisha has no operational metro.

Its pitch in Bhubaneswar came from Chief Secretary Anu Garg — Capital Region Urban Transport running roughly 800 buses across eight cities under Ama Bus and Ama E-Ride, plus EV charging build-out.

The host state of a metro conference is investing in buses. Treat that as the honest read on tier-2 mobility economics.

Housing and Urban Development Minister Krushna Chandra Mahapatra's eight-point framework and MoHUA Secretary Satendra Singh's 1,500-delegate programme will not commission a single kilometre.

From Approval to Conversion

The signal: India's metro constraint has shifted from approval to conversion.

Track commissioning announcements and liquidated-damages claims, not sanction orders.

The contractors who priced integrated systems packages assuming civils-paced delivery are the ones now negotiating extensions.
