Tamil Nadu Chief Minister Joseph Vijay has scrapped the Parandur Greenfield Airport, announcing the decision in the Assembly under Rule No. 110 — a procedure former Chief Minister MK Stalin says foreclosed debate.

The decision resets Chennai's second-airport programme to year zero despite an in-principle approval from the Civil Aviation Ministry in April 2025 and near-complete land acquisition.

Political Reversal and Reaction

The move reverses a project advanced by former Chief Minister MK Stalin's DMK administration through site selection, land assembly and preparatory approvals.

Stalin now calls the decision “an irreversible setback.” Former state BJP president K Annamalai puts the cost at a decade of lost airport capacity.

Commercial Stakes and Delivery Constraints

The commercial stakes sit on the Poonamallee–Kanchipuram industrial corridor. Former industries minister TRB Rajaa ties the corridor to roughly 41% of India's electronics exports and links the airport to a potential one million jobs.

Chennai's existing airport — about 1,300 acres — cannot handle A380-class aircraft and compares poorly with Hyderabad, Bengaluru, Navi Mumbai and Delhi. The cancelled dual-runway asset was designed to close exactly that gap.

The Airports Authority of India's feasibility report had documented genuine delivery constraints:

- Proximity to water bodies and a man-made lake
- Displacement of families
- Land-grading complexity
- More than 1,000 days of village protests

Tamil Nadu Congress president Manickam Tagore, defending the cancellation, cites absent environmental clearances and a land-acquisition process enacted without adequate discussion.

Those are real execution risks, not political noise.

Political-Cycle Risk in Long-Gestation Aviation Assets

The sharper industry signal is political-cycle risk in long-gestation aviation assets. An in-principle approval and substantial land progress did not survive a change in government.

For airport developers, EPC contractors and lenders underwriting state-level projects, Parandur shows approval milestones are necessary but insufficient. Site-level social licence and environmental sequencing must be locked before capital is committed.

Bengaluru, Hyderabad and Navi Mumbai now consolidate Chennai's catchment, and any replacement site restarts a decade-long approval, acquisition and construction cycle.
