Kochi KSRTC Terminal: Rs 9 Crore Buys 22 Bus Bays

Kerala's Public Works Department has awarded the Karikkamuri bus terminal in Kochi to Sidco, the state small industries corporation, at a revised estimate of Rs 9 crore.

Clearance exists for the technical bid only. The financial bid is still open, the revised estimate is unsigned, and until it is signed Sidco starts nothing.

A tender award resting on an unapproved estimate is a bookkeeping milestone, not a construction one.

A Project Cut to a Third of Its Sanction

The project was sanctioned in February at Rs 27 crore. It now sits at Rs 9 crore after the government directed KSRTC to bring the cost down.

That cost order created the delay it was meant to prevent. The two-storey structure was abandoned outright; bays fell from 33 to 22.

Six months passed between administrative sanction and technical sanction on a package this small, and the redesign cycle absorbed whatever schedule remained.

Why the Contract Went to a State Corporation

The contract structure carries as much meaning as the number. PWD has routed an 18-month build on 2.9 acres to a state corporation rather than a private contractor.

Sidco's mandate is MSME industrial infrastructure across Kerala, and it executes government works as a nodal agency.

At Rs 9 crore, with a cut-down scope and an estimate still in revision, private bidder appetite would have been thin. Handing the job to Sidco shifts delivery risk off a contractor's balance sheet and onto the state's.

What KSRTC Inherits

KSRTC absorbs what is left. The corporation funded renovation of the existing Karikkamuri station in March rather than wait for a terminal promised to it for years, and complaints about washrooms and resting facilities carried on regardless.

It will now inherit a facility sized to a treasury constraint rather than to demand:

- 22 steel-fabricated bays
- Air-conditioned waiting areas
- An independent administrative block to staff and maintain

MLA T J Vinod calls it a hub for central Kerala. The bay count says something narrower.

What to Watch

Watch the revised estimate, then watch the bays.

If 22 survives financial clearance, the next Kerala terminal package will be written around what the treasury releases, and every downstream design decision will follow that figure.
