Medigadda safety file outranks Telangana drought blame

The Drought Dispute and the Dam Safety File

Telangana's irrigation crisis is being argued as a drought dispute. The file that actually governs it is a dam safety file.

Irrigation and Civil Supplies Minister N. Uttam Kumar Reddy told a Hyderabad press conference on 24 October that BRS-era delays left the state unable to absorb an El Niño rainfall deficit.

His number: storage in the Krishna and Godavari basins at 241 TMC against 585 TMC of live capacity on 17 September, down from 497 TMC a year earlier.

Political Blame, Regulatory Consequence

The blame framing is political. The consequence is regulatory.

The National Dam Safety Authority has already recorded deficiencies in the design and construction of the Medigadda barrage on the Kaleshwaram Lift Irrigation Scheme.

Uttam Kumar Reddy now rests the state's defence on that finding, saying the government's ability to operate the scheme must be read against instructions issued by technical authorities.

That concedes where operating authority has moved. A minister who genuinely wanted the pumps running would be citing his own operation orders, not NDSA's assessment.

The BRS Response

BRS leaders answered the same day by touring the Kannepalli pump house and the Medigadda barrage, arguing that Godavari water is discharging toward the sea while Hyderabad carries drinking-water stress.

Both claims can hold at once. A barrage with a compromised foundation caps how much can be impounded. Impoundment caps what Kannepalli can lift.

Former chief minister K. Chandrashekar Rao and former ministers K. T. Rama Rao and T. Harish Rao are contesting attribution; the NDSA file is contesting capacity.

The Contractor Pipeline: Remediation, Not Kaleshwaram

For contractors, the pipeline is not Kaleshwaram. It is remediation across Medigadda, Annaram and Sundilla, plus the works Uttam Kumar Reddy named as incomplete:

- Kalwakurthy
- Nettempadu
- Bhima
- Srisailam Left Bank Canal
- Sita Rama

Those five move to tender only if the state converts blame into a funded works programme. His September Assembly statement on depleted tank levels was groundwork for exactly that sequencing.

Pricing the Compliance Ratchet

Price the compliance ratchet into any bid on SLBC or Bhima. Post-Medigadda, expect NDSA-grade design review, independent foundation verification and approval cycles that stretch past the monsoon window.

The state carries the remediation cost. The schedule risk lands on the contractor.
