The Ministry of Statistics and Programme Implementation (MoSPI) has released its July 2026 Flash Report.
The headline is not the ₹37.11 lakh crore pipeline. It is the concentration — and the completion gap — behind it.
Across 1,775 central sector projects above ₹150 crore, cumulative expenditure stands at ₹19.26 lakh crore, or 51.91% of revised cost.
Delivery is heavily front-loaded into transport. MoRTH carries 993 projects worth ₹9.62 lakh crore, while Railways adds 190 projects at ₹6.38 lakh crore. Transport and logistics account for roughly 70% of the pipeline by project count.
That concentration matters commercially. Road and rail EPC contractors, suppliers and lenders are not exposed to a diversified national programme — they are exposed to MoRTH and NHAI award cadence, land availability and payment cycles driving sector-wide cash flow.
The physical-versus-financial gap is the sharper signal. While 675 projects have crossed 80% physical progress, only 305 have crossed 80% financial completion.
The mismatch points to retention-heavy contracts, slow claim finalisation and milestone billing lagging physical output — a working-capital strain familiar to EPC balance sheets.
Cost revision is being normalised into baselines. The 735 mega projects carry an original cost of ₹28.77 lakh crore within a ₹37.11 lakh crore revised total, absorbing time and cost escalation rather than flagging it as exception.
The pipeline is still replenishing. July added 36 projects to PAIMANA-PROJ monitoring, including the ₹38,358 crore Meja Thermal Power Project Stage-II — the NTPC-UPRVUNL joint venture — and the ₹13,037.66 crore Jaipur Metro Rail Project Phase 2, run by Jaipur Metro Rail Corporation.
