MPMRCL's Bhopal Blue Line Repeats Orange Line Chaos

Three kilometres of Bhopal's densest commercial corridor have collapsed into a single-lane choke point, and Madhya Pradesh Metro Rail Corporation Limited (MPMRCL) has no visible countermeasure.

Blue Line works between Jawahar Chowk and New Market have squeezed the carriageway while parked vehicles, roughly 100 roadside shops, and an informal auto-rickshaw stand at Rang Mahal consume the remaining space. Access to Katju Hospital, a government maternity facility, is now compromised for patients and emergency vehicles.

This is the second iteration of the same failure. The Orange Line works around Karond produced comparable disruption, and no correction has been institutionalised.

MPMRCL — a 50:50 joint venture of the Government of India and the Government of Madhya Pradesh — did not respond to queries on enforcement or illegal-parking challans. That silence is diagnostic.

Why it matters commercially

The collapse is a contracting and scope problem, not merely a policing one.

Construction-phase right-of-way management — traffic management plans, barricading standards, encroachment clearance, emergency access, pedestrian continuity — is treated as an incidental municipal externality rather than a priced, performance-managed deliverable inside the metro's EPC packages.

No traffic police were deployed on the stretch on the day of reporting. Only two metro wardens were present, one handling construction movements.

The cost is being socialised onto local commerce and public services.

Only the project's completion timeline is tracked; the construction-phase public realm is not.

The signal

Tier-2 metro delivery keeps building for the post-completion asset while under-resourcing the construction-phase city.

The fix is not more police but a single accountable corridor manager with contractual authority over traffic management, encroachment control and emergency access — backed by enforcement budgets inside the metro package itself.

Until MPMRCL prices that interface into its contracts, every future corridor will hit the same choke point the moment it reaches the urban core.
