The Enchakkal flyover on NH 66 in Thiruvananthapuram has entered a fresh contractual standoff. Cherian Varkey Constructions Ltd, executing the Rs 47-crore project for the National Highways Authority of India (NHAI), has sought an additional Rs 20 crore for works triggered by a revised design.
NHAI cannot restart construction until it approves a supplementary estimate and enters a fresh contractual arrangement.
The root cause sits with the owner, not the contractor.
After the flyover was scheduled for completion in April, NHAI altered the northern and southern approaches, replacing reinforced-earth retaining walls with pillar-supported spans — a safety response to retaining-wall failures reported elsewhere in Kerala.
In execution terms, NHAI converted a geogrid-and-fill approach into a structural piling-and-pier solution after award, a material scope change outside the original estimate.
That distinction is commercially decisive.
Because the additional spans were never part of the original bill, Cherian Varkey Constructions holds legitimate pricing leverage. It is not claiming escalation or delay cost; it is pricing new scope the owner introduced.
NHAI cannot direct the work under the existing contract and must negotiate a supplementary agreement instead.
The scale is the real signal. A Rs 20-crore claim against a Rs 47-crore award is roughly a 42.5% increase, far beyond routine variation tolerance — the cost of a post-award design decision that shifted works from reinforced-earth supply to structural concrete and piling, with knock-on changes to formwork, reinforcement and sequencing.
There is also a broader technical signal. NHAI’s move to abandon reinforced-earth walls, citing failures elsewhere in Kerala, points to de-risking of earth-retention systems in high-rainfall, lateritic-soil corridors.
Replicated across other NHAI packages, that shift would redirect spend toward structural spans and away from geosynthetic suppliers, while squeezing margins on fixed-price legacy scopes.
For Thiruvananthapuram, the delay is tangible. Enchakkal is one of the capital’s busiest junctions, linking the city centre to the airport, Kovalam and Vizhinjam.
Barricading has narrowed the carriageway, and the flyover between the Chackai flyover and Muttathara overpass is meant to clear a critical NH 66 bottleneck feeding Vizhinjam International Seaport.
NHAI has scheduled a meeting with the contractor next week. The realistic outcome is a negotiated supplementary agreement covering:
- Revalidated quantities
- Fresh rates for the pillar-supported spans
- A likely revised completion date
A prolonged standoff would push a strategically located urban project deeper into delay and leave NHAI holding the full cost of its own design correction.
