NHAI's Winter Dust Fleet Is an Unpriced Contract Line

NHAI Deploys Dust-Control Fleet Across NCR Highways

NHAI has put 60 water tankers and 14 anti-smog guns on 157 km of NCR highway, with 23 mechanical sweepers and 900-plus workers behind them.

The bill lands on the authority. The contractors whose earthwork generates the dust do not carry it.

Alok Deepankar, Member (Technical) at the National Highways Authority of India, reviewed the deployment on 22 October and ordered daily sweeping and geo-tagged progress photographs.

The Commission for Air Quality Management had invoked GRAP Stage I a day earlier, as Delhi's AQI moved from 179 on 20 October to 244 by 2pm on 21 October.

Procurement Gap Behind the Fleet

The procurement structure is the part nobody has resolved:

- CAQM directions bind the project proponent and the contractor separately.
- EPC and HAM agreements already carry dust-suppression obligations.
- NHAI enforces them through site supervision rather than payment.

Unpriced obligations get met late, or at the authority's expense.

A central fleet is NHAI absorbing a liability it has already transferred.

Live Packages and Stoppage Risk

UER-II, DND–Sohna, Dwarka Expressway and Delhi–Dehradun all sit inside the review scope as live packages.

GRAP Stage III suspends earthwork and demolition outright. Push AQI past 300 and the schedule loss is a regulatory stoppage, not a weather day.

Contractors will claim. NHAI's defence is documentary evidence of when it directed what.

Geo-Tagged Evidence and Landfill Substitution

The geo-tagged photographs matter more than the equipment list.

They convert a soft compliance obligation into a timestamped evidence chain that records the days sweeping did not happen as reliably as the days it did.

A second thread deserves attention.

NHAI has placed 13.58 lakh tonnes of inert material from Delhi's landfill sites into embankments on UER-II and DND–Sohna.

Bulk fill substitution at that volume moves earthwork cost lines and depends on specification acceptance from MoRTH. Landfill mining is a commercial opening for contractors willing to price the processing risk.

What to Watch This Winter

For anyone holding an NCR package this winter, the practical move is to convert dust suppression into a measured, verifiable line item before the next GRAP escalation.

Absorb it into overhead and the quantum argument is lost later.

Watch the AQI threshold, not the equipment count.

Stage II decides whether NCR earthwork runs this quarter, and NHAI's own compliance fleet will become the benchmark its contractors are priced against.
