The Chakhesang Students Union has formally opposed any further extension of time (EoT) for M/s Ratna Infra Projects Pvt. Ltd. on NH-29's two-lane Kohima–Jessami Road Package-II, executed under the National Highways and Infrastructure Development Corporation Limited (NHIDCL).
The package was due on 4 January 2026.
An existing EoT now runs only until 24 September 2026, while physical progress is 44.30 per cent — a breach of contract and a public-interest failure, not routine slippage.
The numbers frame the exposure: with about four weeks left on the EoT, Ratna Infra Projects has delivered less than half the scope.
The gap is structural, not weather-driven.
A six-point agreement signed on 22 June 2026 among the Union, NHIDCL and the contractor was meant to unlock completion.
Yet joint inspections on 13 July and 4 August recorded:
- Unmotorable stretches
- Stranded commuters
- Inadequate machinery and manpower
For an authority mandated to deliver frontier corridors, this is a monitoring failure as much as a contractor failure.
The commercial decision now sits with NHIDCL.
Granting another EoT preserves contract continuity but legitimises weak mobilisation and invites the Union's threatened lawful democratic action.
Denying it triggers harder remedies:
- Encashment of performance security
- Termination
- Debarment
- Re-tendering of a partially built alignment
Either path carries cost, time and reputational consequences for Ratna Infra Projects and NHIDCL's delivery credibility in Nagaland.
The road is a lifeline for Phek, Kiphire and Meluri districts, which is why the Union now holds effective veto-like leverage over a bilateral owner-contractor decision.
The signal is wider: in hill-state corridors, civil society bodies are asserting standing in EoT and milestone enforcement, adding a community-risk layer to EPC cash-flow and mobilisation planning.
Contractors pricing such jobs must now model the probability that a students' union will escalate weak progress into a contract event.
Before 24 September 2026, NHIDCL must choose between milestone-linked forbearance with daily maintenance and harder default action.
Ratna Infra Projects carries the sharper downside — a stalled corridor, public scrutiny and a live threat to its performance guarantees.
The durable lesson for EPC players: public-interest intervention is now a genuine cost and schedule variable on strategic highway packages.
