Excavation has stopped at THDC India Limited's Vishnugad-Pipalkoti hydroelectric project, and stabilisation now controls the critical path at NHIDCL's Silkyara-Barkot tunnel. These are not separate incidents.
They are one commercial signal: in Himalayan tunnelling, geology has shifted from contingency to the controlling constraint on delivery.
The trigger is concrete. On August 13, water and debris entered an under-construction tunnel at Vishnugad-Pipalkoti in Chamoli, trapping workers and forcing a multi-day rescue.
With rescue operations closed, Uttarakhand minister Madan Kaushik has been explicit: excavation will not resume until tunnel experts file a structural-safety report. No restart date exists.
The adjacent Tapovan-Vishnugad scheme, owned by NTPC Limited, is separately working through cavities and water seepage.
At Silkyara-Barkot in Uttarkashi, NHIDCL reports 74% physical progress and a March 31, 2027 completion date.
Three loose-rock zones detected in late August have moved the job from boring metres to rock bolting, cement grouting and profile restoration.
Colonel Deepak Patil (Retd), who led rescue efforts after the 2023 Silkyara collapse, says primary lining deformation on the Barkot side has exceeded permissible limits, and stretches earmarked for final lining need restoration to designed dimensions first.
The commercial consequence is a repricing of execution risk.
For the Silkyara contractor Navayuga Engineering Company Limited and other tunnelling contractors, stop-work means standing plant and crews, extended site overheads and delay exposure that rarely converts cleanly into extension-of-time relief.
For owners — NHIDCL, THDC India Limited and NTPC Limited — the cost is schedule credibility, insurance exposure and regulatory scrutiny, not just remediation spend.
The sector signal is structural. Himalayan packages will increasingly be bid and financed as geology-contingent works:
- Stability gates written into milestones
- Conservative advance rates
- Higher contingency allowances
- Continuous monitoring priced as a deliverable
Suppliers of rock support systems gain near-term demand; contractors carrying fixed-price tunnelling risk absorb the immediate margin pressure.
