The Pune Metro Line 3 represents a crucial development in India's urban transportation landscape, heralding the country's first Public-Private Partnership (PPP) metro under the framework established by the 2017 New Metro Policy. This ₹8,500-crore project is driven by a strategic joint venture between TRIL Urban Transport, part of the Tata Group, and Siemens Project Ventures GmbH, highlighting the significance of international alliances in infrastructure growth.
The initiative aims to enhance connectivity over a 23.3-km elevated corridor, directly linking Pune's central business district, Shivajinagar, with the burgeoning IT hub of Hinjawadi. By drastically reducing travel time from 1.5 hours to just 45 minutes, the metro is poised to become an essential component of urban mobility.
The project follows a Design, Build, Finance, Operate and Transfer (DBFOT) model, with a concession period of 35 years, extendable by another 25 years. The financial structure is robust, with the State Bank of India leading a consortium to fund ₹5,500 crore, complemented by ₹2,200 crore from governmental viability gap funding. This strong financial backing reflects the project's economic viability and aligns with broader policy objectives to integrate public infrastructure and private investment.
Managed by the Pune Metropolitan Region Development Authority (PMRDA), the metro project has also pioneered several innovations, such as direct campus metro integrations for IT companies, illustrating a forward-looking approach to urban planning. The operational partnership with the French company Keolis, managing the all-women-operated metro trains, adds to its progressive stance.
