RVNL Floats ₹1,087 Cr EPC Tender for MP Gauge Conversion

Heavy-Civil Phase and Package Scope

Rail Vikas Nigam Limited (RVNL) has moved the Ratlam–Mhow–Khandwa gauge conversion programme into its heavy-civil phase, floating a ₹1,086.65 crore EPC package for the Kulthana–Rajpura section in Madhya Pradesh.

Tender DyCE-C-I-INDRKGC-EPC-2 covers new broad-gauge line from Km 28/970 to 42/040. The real weight is in the structure count:

- Seven tunnels
- Three mega bridges
- Seven major bridges
- Three minor bridges
- Station buildings
- Electrification

All of these elements are bundled into a single contract.

Integrated EPC Risk Transfer

The packaging is the story. By folding tunnelling, major bridgework and traction electrification into one EPC envelope, RVNL is transferring integrated design-and-construction risk to a narrow set of contractors with multi-disciplinary capability.

This is not the item-rate gauge conversion tendering of a decade ago. It is a capital-deployment test of who can sequence tunnel boring, mega-bridge erection and overhead electrification on a live conversion corridor without triggering interface claims.

Bidding Pressures and Qualification

For bidders, the commercial calculus is unforgiving. Seven tunnels and three mega bridges in Western Madhya Pradesh geology push risk well beyond the headline number.

Tunnel support systems, portal stabilisation and bridge foundations are where margins are made or lost. Contractors without in-house tunnelling and OHE capability must price joint-venture or subcontractor dependency, compressing the field to established heavy-civil names willing to absorb Western Railway's terrain risk inside a fixed EPC envelope.

The deadline sharpens the signal. With bid submission closing on 31 August 2026, the effective window from public circulation is tight, favouring pre-qualified firms with standing geological data and ready bid capacity over first-time entrants.

This is procurement by capability, not price discovery alone.

Strategic Context and Industry Signal

Strategically, the package sits inside Western Railway's 473-km Ratlam–Mhow–Khandwa–Akola gauge conversion, part of Indian Railways' drive to eliminate meter gauge and unify the network for higher axle loads and freight speeds.

RVNL, the Ministry of Railways' executing arm, is converting corridor packages into bankable EPC lots. Winners capture a decade-defining order-book fill; the rest watch the gauge-conversion pipeline consolidate toward a handful of integrated contractors.
