Siang Upper: Flood Case Undercuts NHPC's 11,500 MW Dam

3
min

The Flood-Moderation Paradox

The stated case for NHPC's 11,500 MW Siang Upper Multipurpose Project is flood moderation against China's Medog dam. That case is also its biggest commercial problem.

A reservoir built to absorb a sudden upstream release must be held low. A hydropower asset recovering its capital must be held high.

NHPC cannot run both regimes on one pond.

Every metre conceded to flood cushion is peaking capacity and energy revenue forgone on a project that needs high load factors for decades to service debt.

Pasighat Violence and the Immediate Constraint

The immediate constraint is narrower. NHPC's Pasighat office was torched on Friday night.

Six police vehicles burned. Homes of BJP state president Kaling Moyong and MLAs Ninong Ering and Oni Panyang were ransacked.

East Siang authorities imposed prohibitory orders across Pasighat and Mebo. Activist Ebo Mili and youth leader Otul Jerang surrendered on Saturday and urged protesters to stand down.

Chief Minister Pema Khandu condemned the violence and offered talks.

Bandh Demands and the Schedule

Read the bandh demands:

- Release ten arrested activists.
- Reinstate suspended village chiefs.
- Withdraw security forces.
- Halt pre-feasibility work.

The last item decides the schedule. Pre-feasibility is the cheapest phase of a hydropower project and the easiest to stall.

Without surface mapping and drilling access there is no DPR and no cost estimate. Nothing exists for an EPC contractor to bid on.

A Social-Risk Premium

This is the second violent episode in two months. That pattern prices a social-risk premium into the Siang basin shelf NHPC and the Arunachal Pradesh government are positioning as India's answer to the Yarlung Tsangpo cascade.

Security escort costs and schedule float burned on access disputes land in capital cost before any concrete is poured.

Who Carries the Risk

NHPC carries the development risk. The Khandu government carries the political risk. Neither has produced a benefit-sharing structure the Siang valley communities will accept.

Until that exists, field investigation stays a negotiation conducted with stun grenades.

What to Watch

Watch the next DPR milestone date.

If it moves without a formal revision, Siang Upper has become a political instrument rather than a construction programme.
