Silchar Drain Wall Fails 24 Hours After Concreting

A 24-Hour Collapse on Kathal Road

Silchar Municipal Corporation is holding a defect that is 24 hours old. A drain wall concreted on Thursday at the Bank Colony–Laskar Lane junction on Kathal Road partly collapsed on Friday afternoon, while road work carried on around it.

Residents have blamed material quality. The schedule points elsewhere.

Concrete placed the day before carries almost no tensile strength. A wall that comes down inside 24 hours was:

- unpropped
- had its formwork struck early
- backfilled against green concrete
- went up on an uncompacted trench bottom

That is sequence control and site supervision. The supervisory duty sits with the corporation and its site engineer, not only with a contractor the report does not name.

The package is a culvert-cum-drain in Silchar, the Barak Valley town the 2022 floods submerged. Drainage spend there has been politically loaded since. A wall that falls where residents can photograph it costs the urban local body more than any revised estimate recovers.

The Commercial Mechanics of a Patch

The commercial mechanics are ordinary, which is the difficulty. A 12-month defect liability period lets SMC withhold retention and order re-execution.

Proving cause on a two-metre wall costs more in file work than recasting it. So the wall gets patched, the measurement book closes, and the same shortcut reappears on the next reach of drain.

Residents want material tests and senior departmental officials on site. Those tests will most likely clear the concrete and confirm the sequencing failure.

The inquiry being demanded answers a question that was never the constraint. Neither the corporation nor the unnamed contractor has publicly responded.

The Unpriced Supervision Gap

The signal for anyone pricing Assam municipal drainage: supervision hours are unpriced in these packages. That gap lands first on the authority's credibility and second on the contractor's retention money.

Until urban local bodies cost site cover as a line item, repeat collapses are a scheduling certainty, not an accident.
