Telangana's Anti-Corruption Bureau arrested Satish Reddy, Project Officer, and Raju, Technical Officer, on the PMKSY 2.0 Bhagirathipet project in Jayashankar Bhupalpally district on October 22 — eight days after registering the case on October 14.
The ACB's Warangal Range alleges Rs 39,17,000 moved to bank and UPI accounts the two named, drawn as 10 to 25 per cent of contractor bill values.
Eight days is the story.
The complainant arrived with bank statements and WhatsApp records already assembled. Verification confirmed a file that came in complete.
Look at where the leverage sat. Not at award, not at land. It sat at measurement recording and bill passing on the seventh running account bill, with further work allotment held as the inducement.
That is the pressure point in every item-rate public works contract. The contractor's cost is sunk and the work is executed. Payment sits behind a signature no clause compels inside a fixed window.
A 10 to 25 per cent levy on gross billing is a pricing input. Irrigation margins in Telangana rarely clear 12 per cent after overheads, so 25 per cent off a seventh bill is a loss-making cycle.
The contractor absorbs it or prices it into the next tender. Both outcomes cost the department more than the bribe.
The ACB statement does not say whether measurement and pending bills on Bhagirathipet have been reassigned. No replacement officer is named.
Work allotment to the complaining contractor is now a live question, decided by the same cadre that allegedly threatened to withhold it.
Note the boundary drawn. The case names project-level functionaries — not the project, not the state Irrigation Department. That department still enters with damaged credibility, having carried the Medigadda barrage pier failures and the Ghose Commission's findings.
For contractors holding running bills in Bhupalpally, exposure is dual:
- A cash-flow freeze on packages under investigation.
- A procurement environment in which every measurement entry is a probable exhibit.
- Officers who will slow down — and slow measurement costs a contractor more than any single demand.
The signal sits in the payment rail.
UPI made the alleged levy traceable. It did not make the levy disappear.
Where digital trails replace cash, the case builds itself out of the contractor's own records.
