The Odisha Vigilance Directorate has arrested Akash Bisoi, District Labour Officer (DLO) of Kendujhar, over a Rs 20,000 bribe demand tied to a labour licence for an electrical contractor executing installation works for Tata Power Northern Odisha Distribution Limited (TPNODL).
The trap, registered as Baleshwar Vigilance PS Case No 18/2026 under Section 7 of the Prevention of Corruption (Amendment) Act, 2018, converts a routine licensing step into a measurable execution risk for distribution contractors.
The demand followed a short but significant timeline.
- On August 14, the contractor applied online for a labour licence under the Labour & ESI Department of the Odisha government.
- Two days later, when the contractor followed up on August 16, Bisoi allegedly demanded Rs 20,000 to process the grant.
- The contractor reported the demand to Odisha Vigilance, which laid a trap and recovered the full tainted amount from Bisoi’s possession.
- Simultaneous searches are now underway at two locations linked to Bisoi on a Disproportionate Assets (DA) angle.
For contractors, the exposure sits at a statutory choke point. A labour licence under the Contract Labour (Regulation and Abolition) Act is a non-negotiable precondition before engaging workmen on TPNODL electrical installation packages.
A single official’s discretionary hold over that approval can idle a mobilised crew, extend overheads and turn a thin-margin distribution works order into a loss.
The fact that the demand followed an online application, rather than an offline submission, signals that digitisation alone has not removed gatekeeping discretion.
TPNODL, the Tata Power-led joint venture with the Government of Odisha, carries reputational and delivery exposure even though the demand originated outside its procurement chain. Its contractor ecosystem depends on predictable statutory clearances to meet energisation and network-reliability targets in the northern Odisha distribution circle, which includes Kendujhar.
The wider signal is institutional. Odisha Vigilance is now pairing trap cases with DA searches, raising enforcement intensity against field-level regulatory officials.
That cuts two ways for the sector: it strengthens deterrence and gives contractors a credible escalation path, but it also confirms that labour-licence approval remains a rent-seeking surface in distribution contracting.
Senior contractors should treat statutory liaison as a controlled, documented and escalated process, not a clerical afterthought.
