Uralungal's Wayanad road gets a protest deadline

A Deadline Negotiated on the Asphalt

The Meppadi-Chooralmala road has a completion date again. It was negotiated on the asphalt.

On Saturday morning, residents organised by the Janakeeya Samara Samithi lay down across the carriageway and held up KSRTC buses and tourist vehicles for five hours until the Wayanad additional district magistrate arrived.

The assurance extracted: work finished by November 30.

A Decade With a Single Contractor

Uralungal Labour Contract Cooperative Society has been on this job roughly a decade. That single fact is the briefing.

ULCCS, the Vadakara-headquartered labour cooperative founded in 1925, is Kerala's default delivery vehicle for hard civil work. It rebuilt the Chooralmala bridge after the July 2024 landslides when nobody else could mobilise fast enough.

It is also a contractor whose schedule obligations get settled politically rather than contractually.

That has an economic consequence. For a worker-owned cooperative, a slipped programme is absorbed as unpaid member labour and thinning margins, not as a liquidated damages hit.

Ten years of drift with no termination, no re-tender, is the predictable output of that structure.

Utility Shifting, Not Paving

Look at who sat in the talks:

- The Meppadi panchayat president
- The tahsildar
- KSEB
- The Kerala Water Authority

Utility shifting and right of way. A decade of delay in a hill corridor has little to do with the paving crew and everything to do with poles and pipelines.

ULCCS carries schedule risk it cannot control. Kerala PWD, the client department, carries approval risk it never prices.

A Promise, Not an Instrument

So the November 30 date is a promise, not an instrument. No liquidated damages were cited. No revised DPR or fresh sanction surfaced.

A Lifeline Road on a Weather Clock

Chooralmala is no longer a rural link road. It is the landslide-rehabilitation lifeline for the Elstone Estate township, moving heavy vehicles through two monsoon cycles a year.

November 30 sits weeks after the northeast monsoon peak, which makes the assurance a weather bet as much as a construction commitment.

What Bidders Should Price In

Contractors bidding Wayanad road packages should read the sequence, not the deadline.

Coordination risk across KSEB and Kerala Water Authority is unpaid and unquantified in PWD tenders.

Price it at bid stage or inherit the blockade.
