Virar-Alibaug fraud exposes MSRDC's land verification gap

How many of the 2,000 structures in Mori village were standing when the Virar-Alibaug alignment was notified? MSRDC's land cell cannot answer that yet. Mira Bhayandar-Vasai Virar Police can name four people who allegedly built them anyway.

The Arrests and the Alleged Arbitrage

The arrests follow an FIR at Naigaon police station on 29 September 2026 under the Maharashtra Regional and Town Planning Act, 1966, with IPC 420, 465, 467, 468, 471, 474 and 120B added later.

The alleged arbitrage was simple. Intelligence on survey numbers earmarked for acquisition, gathered in 2022 and 2023, was converted into roughly 2,000 box-type rooms of 10 by 10 feet.

None had planning permission or a sanctioned layout. The revenue record had no reason to ask.

The Forged Paper Trail

The forged layer came next. Documents were pushed into Group Gram Panchayat assessment records to enrol each box for house tax — the documentary test that converts a shed into a compensable property.

That is the structural weakness, and it has nothing to do with concrete.

What It Means for the Corridor

For the 126-km, 8-to-14 lane access-controlled corridor the Maharashtra State Road Development Corporation is building across the Mumbai Metropolitan Region, compensation is the largest non-construction line in the cost stack.

Fraud of this type inflates the bill and freezes possession. Every disputed survey number becomes a title question, then a tribunal question.

Right-of-way handover slips while EPC contractors hold plant and manpower on mobilisation costs that standard conditions do not reimburse.

The Institutional Geometry

Read the institutional geometry. The Talathi who flagged the fraud sits inside the revenue machinery whose records manufactured eligibility. The Group Gram Panchayat enrolled structures it never physically inspected.

Police are now tracing land transactions and financial trails to reach the landowners and intermediaries behind the four arrests.

Three Controls That Would Have Caught It Earlier

Three controls would have caught this earlier:

- Geo-tagged satellite baselines captured at notification
- Survey numbers withheld from district circulation until award
- Independent physical verification of every structure claimed

MSRDC will be judged on whether possession lands on schedule.

Asset creation follows title, and title follows records nobody audited.
