Vizag Metro's Double-Decker Reset Stalls 10 Flyovers

A Decade-Long Non-Starter

Visakhapatnam's metro rail project — 46.23 km across three corridors at an estimated ₹11,498 crore — remains a non-starter more than a decade after it was proposed in 2014.

The constraint is now design approval: central agencies are resisting the Government of Andhra Pradesh's double-decker flyover-cum-metro alignment in the revised 2025 DPR and want the 18 km integration cut to a minimal stretch.

How the Flyover-Metro Bundle Creates Risk

The fallout reaches beyond mass transit.

Of the 12 flyovers proposed for Visakhapatnam, 10 sit inside the metro network along the NH corridor between Gajuwaka and Madhurawada.

Their alignment is tied to metro design finalisation, leaving road decongestion captive to a single approval gate.

Apart from NAD Junction, no major flyover has been added between Kurmannapalem and Kommadi Junction in a decade, while growth toward Madhurawada raises vehicle volumes.

Political Resets Have Compounded Delays

The trigger is structural, not technical.

The project has already absorbed multiple reset events:

- 2018-19 bids for roughly 42.5 km were scrapped after the YSR Congress Party came to power in 2019 under Y.S. Jagan Mohan Reddy.
- A revised DPR including the Bhogapuram corridor was cleared in December 2023.
- The project was reset after the Telugu Desam Party returned in 2024 under Chief Minister N. Chandrababu Naidu.

Each regime change produced a new alignment, cost estimate and approval cycle, leaving no contractor with a delivery footprint.

Bundling flyovers and metro into a stacked structure was meant to cut cost and land acquisition but concentrated approval risk into a single choke point.

Central agencies — typically the Ministry of Housing and Urban Affairs for metro and the Ministry of Road Transport and Highways for NH flyovers — are signalling discomfort with operating, maintenance and safety interfaces.

Every design pushback means another DPR revision and more delay for road packages that could proceed independently.

Bhogapuram and the Contractor Signal

The newly opened Bhogapuram airport, developed by GMR Group, now serves as Visakhapatnam's gateway.

Phase II runs from Kommadi to Bhogapuram, but Phase I must first exit the design loop.

Until the state decouples the flyover packages from the metro alignment, the corridor keeps adding traffic to an unchanged road network.

For contractors and lenders, Vizag shows how bundling road capex into a metro alignment creates a single point of failure — one central agency objection can freeze an entire corridor, with political reset risk still priced into Andhra Pradesh's pipeline.
