Ahmedabad Municipal Corporation has floated the City Square tender on Sindhu Bhavan Road. The project was announced in the 2024-25 budget. Nearly two years between promise and procurement.
That gap carries a signature. A 175-metre tower in Bodakdev needs Airports Authority of India height clearance before it can be built, and that approval — not the ₹570 crore — is the gate bidders will test first.
The construction envelope is 12,091 square metres of a 13,144.40 square metre plot allocated by AMC's estate department. Three basement levels go 15 metres down: 195 cars, 190 cars, 1,109 two-wheelers. Another corporation plot opposite adds 450 car spaces.
Seventeen lifts are budgeted. Twelve exist only to move basement traffic to ground level. That is a design admission — vertical circulation is the bottleneck, and AMC is paying for it in lift shafts rather than resolving it in plan.
Then the clock. Forty-two months, covering:
- Deep excavation on one of Ahmedabad's densest commercial corridors
- A 175-metre tower
- A sky deck
- A 40-metre restaurant
- 50 retail units
- 5,990 square metres of landscaping
The tender calendar includes an orientation meeting and two pre-bid sessions. Municipal corporations rarely spend three bidder touchpoints on a civic building. They do it when the brief is unresolved or the bidder pool is thin.
The commercial structure is where the document goes quiet. The screen running from 40 to 175 metres is an advertising asset. The 50 shops are a rent roll, and the sky deck is ticketed footfall — except the gallery holds 50 to 75 visitors at a time, a hard cap on the revenue that justifies the height.
No operating mandate or concession appears in the scope.
So AMC commits ₹570 crore, owns the asset, and carries revenue risk on income streams it has never run. The contractor exits at completion with a defect liability and no upside, which is precisely how a landmark gets priced as a civic building.
Watch the awarded scope.
If an O&M or advertising concession is not bundled in, City Square becomes a 175-metre municipal property with a landmark's cost base and a municipality's revenue capability.
That gap, not the tower height, is the number to price.
