India’s First State-Level Pedestrian Safety Policy

The Andhra Pradesh Cabinet has approved India’s first comprehensive state-level Pedestrian Safety and Universal Accessibility Policy, creating a unified framework that will reshape how road infrastructure is planned, contracted, and monitored across the state’s urban and rural areas.

The policy arrives against stark numbers. In 2023, India recorded over 1.72 lakh road accident deaths, including 35,221 pedestrian fatalities — more than 20 percent of all road deaths. The Supreme Court has recognised obstruction-free footpaths as part of the Right to Life under Article 21, giving the policy a constitutional anchor.

Audit-Driven Procurement Framework

What distinguishes this from standard road safety circulars is its procurement and contracting architecture. The framework institutionalises comprehensive road safety audits with measurable safety scores assigned to roads, junctions, and high-footfall locations.

Fifteen to twenty high-fatality blackspots will receive priority intervention, while at least 20 percent of roads will be surveyed in the first year. This audit cycle creates recurring demand for engineering consultancies and accessibility specialists — a professional services line item that did not previously exist in municipal procurement.

Circular Economy Compliance Mandated

Circular economy compliance is embedded directly into material specifications. The policy mandates processed construction and demolition waste for:

- Paver blocks
- Pavements
- Street furniture
- Protective bollards

Manufacturers and contractors using certified recycled materials will receive incentives. For the supply chain, C&D waste processing shifts from sustainability differentiator to compliance requirement.

Technology-Driven Monitoring and Citizen Reporting

Technology integration forms the third layer. The monitoring infrastructure includes:

- GIS mapping
- Geo-tagged photographs
- Drone surveys
- Digital inventories
- Dashboards tracking progress across urban local bodies

A district-level mobile application will enable citizens to report encroachments and violations.

Implementation and Infrastructure Challenges

The execution architecture raises delivery questions. Implementation sits with Urban Local Bodies, Police, and Revenue Authorities — three agencies whose inter-departmental coordination record is uneven. Zero-tolerance enforcement on footpath encroachments will test political will, particularly in commercial areas where encroachment economies are entrenched.

Retrofitting existing infrastructure to meet prescribed standards — two-metre clear walking space, slip-resistant surfaces, tactile paving, and wheelchair-friendly kerb ramps — will require substantial reconstruction in older urban cores where right-of-way constraints are acute.

At-grade pedestrian crossings will replace inaccessible foot-over-bridges where feasible, reversing decades of vehicle-priority junction design.

Success Hinges on Budgets and Capacity

The policy’s success depends on whether the state backs the framework with dedicated budget lines.

Equally critical is whether Urban Local Bodies develop the technical capacity to procure pedestrian infrastructure as a distinct contract category rather than an afterthought in road widening tenders.

A Signal for the National Infrastructure Sector

For the civil infrastructure sector, the signal is unmistakable.

Pedestrian infrastructure is being formalised as a standards-governed, audit-verified, technology-monitored procurement vertical.
