The National Highways Authority of India (NHAI) has debarred Theme Engineering Services, the independent engineer on the Kanpur-Lucknow Expressway, for two years, pushing accountability for highway quality failure beyond the contractor to the supervision layer.
The order also names Ishita Info Solutions, barring both entities jointly and individually from bids across MoRTH, NHAI, the National Highways and Infrastructure Development Corporation and other central road projects.
The trigger is the 63-km Awadh Expressway, the PNC Infratech concessionaire route inaugurated on July 13, where pavement, embankment, reinforced-earth structure and drainage defects surfaced within weeks.
NHAI suspended tolling and earlier extended Awadh Expressway's debarment to parent PNC Infratech, which disclosed the move in a regulatory filing. The consultancy debarment is the consequential second strike.
The signal is structural. The independent engineer, historically a low-fee certification role, is now a debarment-exposed liability.
NHAI invoked contractual powers under the consultancy agreement, citing failed professional diligence and quality surveillance. That precedent recasts the IE's commercial risk: firms chasing IE mandates must now price in blacklist exposure across the entire central road pipeline, not one project.
For contractors such as PNC Infratech, the move cuts both ways. Tighter IE surveillance raises compliance cost and slows certification, but a robust oversight layer also shields builders from the retrofit liability and toll suspension that hit Awadh Expressway.

The real pulse is NHAI shifting from punishing builders to policing quality gatekeepers.
