Nearly two years after a video from Khaddi Khurd village in Madhya Pradesh's Sidhi district went viral, the 10.50-km Khaddi Khurd-Bagaiha Tola-Gajri road remains half-built. The gap between paper approvals and asphalt is now the story.
Leela Sahu, the activist with roughly 1.4 million followers whose July 2024 appeal to Prime Minister Narendra Modi began the campaign, has been on an indefinite sit-in since 14 September 2026, joined by villagers and backers from Prayagraj and Bihar.
The trigger: an ambulance carrying a woman in labour stalled 3 km short of the village, forcing a home delivery.
On paper the project looks funded. An estimate of Rs 448.63 lakh (Rs 4.48 crore) is ready, and a 5.07-km stretch sits on the PMGSY-4 priority list — the rural connectivity scheme run by the Ministry of Rural Development through the Madhya Pradesh Rural Road Development Authority (MPRRDA).
About Rs 10 lakh went into murum (gravel) surfacing in July 2025, credited to Churhat MLA Ajay Singh Rahul.
That is the execution problem. Murum is a monsoon stopgap, not all-weather pavement.
The permanent fix — WBM with bituminous topping across the full 10.50 km — has never been tendered to completion, even as 5 km stays unusable and the existing WBM section turns to mud each monsoon.
The bottleneck is not design or estimation. It is the sequencing between four stages:
- Priority listing
- Administrative sanction
- Fund release
- Contractor mobilisation
A priority-listed road is intent, not a work order.
Until MPRRDA converts the Rs 4.48 crore estimate into a sanctioned, funded, tendered package, no contractor mobilises.
Two distortions compound this.
Political credit. BJP MP Dr Rajesh Mishra and Dhauhani MLA Kunwar Singh Tekam trade claims with Congress's Ajay Singh Rahul over who advanced the road, fragmenting accountability that should sit with one nodal authority.
Media escalation. Sahu's reach has turned a panchayat grievance into a national pressure point, with Mishra floating helicopter evacuation for pregnant women in 2025 — a substitute villagers now reject.
The signal is blunt. PMGSY-4's binding constraint this cycle is converting sanctioned estimates into tendered, mobilised work, not planning capacity.
Where demand becomes visible and political, roads move; where it stays quiet, it waits on a list.
For rural-road contractors and Executing Agencies, the opportunity lies in the pipeline the programme has already costed but not yet let.
