The Chakhesang Students Union's 72-hour ultimatum to NHIDCL over the Kohima-Jessami NH-29 package is not a student protest.
It is a live stress test of how India enforces highway contracts, and NHIDCL is failing it in public.
The Chakhabama-Kikruma package was awarded on 10 October 2023 with a completion date of 4 January 2026. NHIDCL extended it to 24 September.
Physical progress, per CSU general secretary Rhilo Chiero, stands at 44.30%. Machinery and labour were never adequately deployed, and routine maintenance lapsed.
On 25 September, CSU president Povozo Soho sealed the contractor's North Kikruma base camp. A total blockade of NH-29 is threatened from 30 September.
NHIDCL, the MoRTH subsidiary mandated to deliver strategic and border highways, carries the exposure.
It must choose between terminating a package less than half built and re-tendering into a thin pool of hill-road contractors, or defending a further extension against a community that has already signed and watched collapse a six-point agreement dated 22 June.
Both paths cost money and credibility, and neither restores the construction season.
The signal is structural. On strategic corridors such as NH-29 — the lifeline for Phek, Meluri and Kiphire and onward into Manipur — delivery assurance is migrating from contract instruments to civil-society pressure.
Where liquidated damages and performance bank guarantees fail to move a contractor, blockades do.
That re-rates bid risk across future North East packages.
Three audiences should read a distinct lesson into the standoff:
- Contractors should read this as a warning on extension-dependent cash flows.
- NHIDCL should read it as a warning on milestone discipline and on the reputational cost of serial extensions.
- Lenders and sureties should read it as a cue to reprice hill-terrain execution risk.
The upside belongs to disciplined bidders and to a retender that finally prices site reality.
