The regulatory filing carries a price, a chainage, a deadline and a warranty. It carries no explanation of why the Vadodara-Mumbai Expressway needs balance construction work between Km 128.0 and Km 154.6. Either an earlier contract stopped short of Jujuwa or NHAI has tendered this corridor in slices; the announcement names neither the earlier holder nor the reason. Ashoka Buildcon, declared L1 on Thursday, is bidding ₹865.90 crore to finish a stretch whose history is not in the document, and the term that will still be running when the money is spent is the ten-year defect liability.
The authority is buying 26.6 km of completion under EPC, with GST outside the quoted value, and holding a 10-year defect liability period over the contractor. Ten years is the number that should interest NHAI most, because it converts a construction award into a decade of enforceable warranty on an access-controlled road that has to keep carrying traffic while claims are settled and failed panels are re-laid. NHAI keeps a call on Ashoka's balance sheet long after the last paver leaves the Karvad-Jujuwa section, and it gets that call for nothing beyond the tender price.
There is a second thing the authority has not done. The ₹290.23 crore traction package from North Eastern Railway arrived last month with a letter of acceptance. Thursday's expressway announcement is a rank.
Eighteen months to build, ten years to answer for it. The railway job gave the company 24 months and a two-year liability; the expressway gives a larger number, a shorter clock and five times the tail. Spread ₹865.90 crore across 18 months and Ashoka must put roughly ₹48 crore of work into the ground every month, on a section where part of the subgrade may already have been laid by a firm the market cannot identify.
That is what a site engineer would flag first: ten years of defect liability on 26.6 km you did not entirely build is a warranty on someone else's earthwork. The EPC wrapper keeps traffic off Ashoka's books. Cement, steel, bitumen, labour and the survey of what is already in the ground all stay on them, against a contract value that does not move.
Whoever held Km 128.0 to Km 154.6 before Ashoka has no name here, no stated reason for stopping and no disclosed value of work left behind. That gap is the expensive part. It hides the quality of what Ashoka inherits, the interface it must survey before pricing its first bill, and the case for re-tendering 26.6 km rather than finishing it under an existing contract.
The filing is also silent on money mechanics. No mobilisation advance, no billing cycle, no retention figure. A ₹865.90 crore EPC award with an 18-month fuse and a decade of liability is a working-capital question before it is a margin question.
One date appears in the filing: November 5.
