PWD-BTC Opens Standalone Road Tender in Baksa District

PWD-BTC, the Public Works Department of the Bodoland Territorial Council under the Government of Assam, has opened a standalone tender (2026_BoTC_54179_1) to construct a road from Dharjul Khan House to Farhad Khandikar House at Barapeta Muslim Basti in Baksa District.

Low package value lowers entry capital and favours Baksa-based firms with plant already in the district.

But EMD, document fees and technical submission costs stay largely fixed while contract value stays low — the compliance-to-contract ratio on a ₹47.58 lakh job is punishing, and margin is decided by mobilisation distance and material haulage, not execution quality.

For the Department

PWD-BTC is acting as approver, client and design authority in one: it sanctions the estimate, issues the tender and sets the 180-day clock.

Execution and cost risk sit almost entirely with the contractor, while the department captures the visible-connectivity upside.

No consultant, lender or investor is named, confirming a department-controlled, design-and-execute model with no private capital in the stack.

The Industry Signal

BTC's road programme is running on fragmented, low-value standalone packages carrying legacy technical references — evidence of delayed technical sanctions and re-tendering cycles.

Local contractors with lean overheads win these jobs.

Larger firms should track whether PWD-BTC clusters packages in FY2026-27; if it does, bidding economics and plant deployment across the Bodoland districts change materially.
