B-Smile scrapped nine tenders before re-floating six elevated corridor and grade separator packages worth Rs 1,640.3 crore in civil works, GST excluded, across Bengaluru. No reason was published for the cancellations. The terms on the new set show what changed.
The arithmetic first. Two packages absorb two-thirds of the programme value.
- Shoolay Circle to St John's Hospital Road: Rs 564.1 crore
- Minerva Circle–Town Hall loop–KR Circle corridor: Rs 539.9 crore
- Doddaballapura Road via Old Yelahanka: Rs 102.6 crore
- Konanakunte Cross on Kanakapura Road: Rs 76.8 crore
Pipeline Road and MEI Junction complete the block.
Then the clauses. Thirty months to construct, monsoon included. Ten years of maintenance bolted to the same contract.
That second number is what bidders will price hardest. A decade of O&M on a corridor cut through Shoolay Circle moves asset performance risk off the BBMP roads budget and onto a contractor's balance sheet. Utility shifting and land handover on these stretches have slipped in earlier rounds, and the contractor inherits the consequence without controlling the cause. Night-work windows through that traffic tighten the programme further.
Resident associations along the KR Circle stretch contested the corridor designs during consultation. Planning clearance is not local consent, and a 30-month clock that begins before consent settles is contractor exposure, not B-Smile exposure.
For a mid-tier Karnataka contractor, the re-packaging is the actual opening. Konanakunte Cross at Rs 76.8 crore and Doddaballapura Road at Rs 102.6 crore are bid-able without a JV partner or a heavy equipment book. Splitting value down is how B-Smile rebuilds a bidder pool after a failed round.
Price the maintenance tail into the number or decline the package.
Ten years against thirty months is a four-to-one exposure ratio, and on these six packages the escalation clause, not the civil cost, decides whether the job clears a margin.
