Bihar's Rs 49,751 cr Pipeline Is a HAM Capacity Test

The Clearance Ask

Bihar chief minister Samrat Choudhary used a Monday meeting with Union road transport minister Nitin Gadkari to ask for one thing: early Cabinet Committee on Economic Affairs clearance for four packages worth Rs 49,751 crore and roughly 330 route-km.

Three of the four are Hybrid Annuity Mode.

That mix is the story.

The HAM Load

The HAM load is distributed across three packages:

- Rs 8,455.86 crore for elevated and service roads on the Saristabad-Didarganj and Anisabad-Didarganj sections.
- Rs 31,987.11 crore for the Patna-Purnia four-lane greenfield expressway on NH-09.
- Rs 7,331.40 crore for the Konki-Lerua stretch of the Varanasi-Ranchi-Kolkata six-lane corridor.

Together, Rs 47,774 crore of the ask is annuity-backed.

The fourth package, Rs 1,976.77 crore for the NH-727AA Gandak bridge and the Bettiah-Sevarahi approach into Uttar Pradesh, is small enough to be absorbed.

The Real Constraint

The sequence is Public Private Partnership Appraisal Committee first, then CCEA under Narendra Modi.

Choudhary's request assumes that queue is the constraint.

It is not.

A single Rs 31,987 crore HAM award sits beyond the live bid capacity of most concessionaires currently working for NHAI.

Splitting Patna-Purnia into three or four tranches, each with a completed land parcel and each independently bankable, would clear faster than one consolidated note.

Bihar's river crossings compress the construction calendar to the non-monsoon months.

On HAM, every lost season moves the annuity start date and inflates the O&M tail that the concessionaire has already priced.

The Structural Shift

The quieter item in the meeting carries more structural weight.

2,329 km of Bihar's national highways have been handed to the state Road Construction Department for maintenance and development.

Six DPRs covering 323 km and Rs 13,015 crore sit with the Centre awaiting technical and financial sanction.

NHAI is shedding O&M on stretches it cannot monetise.

States inherit the liability and the maintenance backlog.

Raxaul-Haldia and the Gorakhpur-Siliguri Gap

Raxaul-Haldia matters more than its billing suggests.

Land acquisition has started on the revised alignment, and the corridor gives Bihar direct access to Haldia port plus the Nepal transit trade.

The Bihar section of the Gorakhpur-Siliguri Expressway still needs National Expressway notification before it can be financed on central terms.

The Real Risk

Clearance is not the risk. Approvals arriving in slow sequence while HAM capital goes to better-landed packages in states with cleaner land records is.

Bihar's road lobby should be tracking PPPAC agenda dates and tranche sizing, not ministerial meetings.
