Two letters of acceptance-cum-work orders reached Markolines Pavement Technologies on November 5, 2026. The Eastern Express Highway contract is ₹63.23 crore. The Western Express Highway main carriageway contract is ₹71.97 crore. Both figures include GST. Both jobs are microsurfacing.
The award is a purchase of surface life. Nobody in the chain has published how much life.
Brihanmumbai Municipal Corporation owns both carriageways and carries the asset risk. The announcement calls microsurfacing a specialised surface treatment to maintain roads and improve pavement conditions, and says nothing about structural capacity, base repair or reconstruction. BMC is buying years. The useful question is how many years per rupee, and the order does not answer it: no lane kilometres, no design life, no defect liability period. The Eastern work is for "critical stretches", a boundary the filing never defines. The Western work covers the main carriageway, unmeasured. BMC can point to two work orders issued. It cannot yet point to what it owns.
Sanjay Patil, chairman and managing director, said the contracts validate the company's technical capabilities. His arithmetic differs from the corporation's. Markolines carries an unexecuted order book of ₹624.22 crore, and these two orders are just over one rupee in every five of it. The company was established in 2002 and has completed more than 5,670 lane kilometres of highway maintenance across several states. Set the numbers side by side and the units refuse to match: the track record is counted in lane kilometres, the pipeline in rupees. The 5,670 is cumulative, not a rate.
That mismatch lands on the investor. The filing's business outlook says investors will monitor contract implementation, revenue recognition and execution timelines. None of the three is in the announcement. Execution timelines are absent outright. Revenue recognition carries a tax problem: ₹135.20 crore includes GST, the rate is unstated, and the revenue Markolines eventually books against these orders will be lower than the headline by whatever that component is. The ex-tax value can be estimated from the arithmetic but not quoted from the filing. Certification of completed work drives revenue, and certification depends on a completion date the filing withholds.
Microsurfacing buys pavement time, and the contract does not state the term.
So one document becomes three instruments. For BMC it is a maintenance line competing with every other line in a municipal budget. For Markolines it is just over a fifth of a pipeline that must be executed before it turns into revenue. For an investor it is a promise with no completion date, in a company whose own reporting unit is the lane kilometre. Three clocks now run on the same two roads: a budget cycle, a conversion rate, a reporting quarter.
The two contracts differ by ₹8.74 crore. Neither states its lane kilometres or the life it is meant to deliver. Until one of the three parties publishes them, the price of the treatment is the only number in this transaction all of them have agreed on.
