BMRCL's KR Puram Call: Part-Open the Blue Line or Wait

min

Decision Required

BMRCL must choose whether to commission the KR Puram-Central Silk Board corridor of Namma Metro's Blue Line as one 19.75-km system in mid-2027, or open a partial run toward Marathahalli earlier.

Overall construction on Phase 2A is 87 per cent complete. Station entry and exit works are at 88 per cent.

Context: Trial Runs and Schedule Constraints

Trial runs on the Outer Ring Road stretch begin end-October, confirmed after Urban Development Minister Krishna Byre Gowda reviewed progress and directed officials to compress pending work and clear barricades where construction is finished.

The corridor has already absorbed a one-year loss to a court stay on tree felling, and peak-hour traffic confined work to non-peak windows.

Option One: Full Commissioning

Cleanest legally, slowest politically. Mid-2027 hinges on the Commissioner of Metro Railway Safety's sanction and on rolling stock induction. BMRCL controls neither calendar.

Option Two: Partial Opening

BMRCL officials have floated a KR Puram-Marathahalli service ahead of full commissioning, and the same officials concede the permissions may not be granted.

A fragment of a CBTC railway still needs depot access and a signalling boundary that has no commissioned form yet. Operating cost on a fragment stays close to full, while revenue is a slice of it.

The Binding Constraint

The binding constraint is not concrete. It is certification sequencing, and barricade removal is the tell.

Once ORR lanes return, the political expectation of a running train is irreversible while the safety file moves at its own pace.

That mismatch is where BMRCL's reputational risk sits. It is also where the EPC contractor's extension-of-time and idle-plant claims sit, given how much ORR work was pushed into low-productivity night windows.

Progress Across Phase 2 and the Pink Line

Progress figures include:

- Phase 2B to Kempegowda International Airport is at 61.5 per cent, with 18.6 of 52.9 track-km laid and 95 per cent U-girder erection done on Hebbal-airport.
- The Pink Line's 7.50-km Kalena Agrahara-Tavarekere viaduct awaits statutory authorisation after inspection.
- The Pink Line's 13.76-km underground leg has closed track laying, and station architecture stands at 90 per cent.

Sector Implication

Bengaluru's Rs 230 bn, 148-km suburban rail network remains largely untendered for a 2030 completion.

Staff for that pipeline, and price the ORR certification lessons into it.
