The Central Bureau of Investigation arrested Bapiraju, a senior section engineer in the office of the Chief Signal and Telecommunications Engineer (CSTE) Projects, Vijayawada, while he was allegedly accepting a ₹15 lakh bribe. A private individual, Srichand, was also taken into custody.

The case stems from a ₹179.50 crore Automatic Block Signalling contract that South Central Railway awarded to a joint venture of two private companies. The JV — unnamed in the available report — later submitted an early-completion bonus claim of roughly ₹7 crore.

CBI’s allegation is that officials in CSTE Projects manipulated dates in the bonus file to facilitate approval and extend undue favour to the JV.

For infrastructure professionals, the real exposure sits in contract administration rather than procurement.

Early-completion bonus clauses are standard in Indian Railways signalling and EPC awards, but final approval rests on site records, completion certificates and date-stamped documentation held at project offices.

Once those records can be altered without an independent digital audit trail, the bonus mechanism converts from a performance incentive into a discretionary commercial lever.

That is the structural gap this case exposes.

A ₹7 crore claim on a ₹179.50 crore award is roughly 4% of contract value — material enough to justify manipulation, yet small enough to escape board-level or finance-level scrutiny if field-level files are controlled by a few individuals.

If CBI expands its inquiry into the JV’s four named company representatives and the bonus approval chain, contractors across the signalling segment should expect heightened scrutiny of early-completion claims, final measurements and milestone documentation.

The immediate commercial consequences are threefold:
