Jaipur Metro's Rs 922 Crore TBM Bet Goes to Cemindia

Jaipur Metro Phase II: Package 2C02 Awarded

Rajasthan Metro Rail Corporation Limited has awarded Cemindia Projects Limited package 2C02 of Jaipur Metro Phase II at Rs 9,216.33 million.

The lot runs 3,128 metres. It carries:

- Two underground stations
- A cut and cover box
- A ramp
- A twin bored tunnel driven by shield TBM between chainage 11,400 and 14,528.26 on the Todi Mod–Prahladpura corridor

Thirty-six months, mobilisation to commissioning. That is the clause Cemindia's estimating team will have priced hardest.

Delivery Cost, Airport Interfaces and Schedule Risk

A Short Drive With High Fixed Costs

Strip the two station boxes and the ramp from the drive and the shield machine is amortised over roughly 2.5 km.

Machines are launched, bored, retrieved and demobilised across that distance, so capital and site-establishment cost per metre runs well above what a six-kilometre drive would carry.

Station construction sets the critical path, not the bore.

Sanganer and Jaipur Airport Set the Risk Profile

Sanganer and Jaipur Airport are the load-bearing assets in this package. The airport station underwrites the ridership case RMRC has put to its two shareholders, a 50:50 joint venture of the Government of India and the Government of Rajasthan.

Airport adjacency drags in Airport Authority of India interfaces, height and security constraints, and utility corridors that do not move on a contractor's schedule.

Utility diversion through Sanganer's built-up frontage is what usually turns a 36-month programme into a 48-month one.

Cemindia's margin will be decided by the contract's treatment of right-of-way handover, utility shifting and delay, not by the tender price.

Positioning Award and Market Signal

For Cemindia, this is a positioning award as much as revenue. Rs 922 crore against a Rs 130.38 billion corridor is just over 7 per cent of project capex.

Tier-1 tunnelling capacity — Afcons, Larsen & Toubro, Tata Projects, ITD Cementation — is already committed across Delhi, Mumbai and Bengaluru, which is why RMRC's decision to carve the underground work into a discrete, self-contained lot widened the field to mid-tier domestic contractors.

The signal: Indian metro underground work is being repackaged into single-drive lots that fit mid-tier balance sheets, lowering the entry barrier while concentrating schedule risk on the authority.

RMRC has bought price competition. It now carries the handover risk on two stations inside a built-up airport approach.
