Site Incident and the Unnamed Contractor

On Saturday, 24 October, villagers stopped alignment work at the Parsa construction site on NHAI's Bharatmala greenfield corridor between the Chhattisgarh border and Gumla.

The land had already been paid for. NHAI officials and the EPC contractor's staff reached the spot. Sticks followed.

Three injured, one moved from Gumla Sadar Hospital to RIMS Ranchi. Raidih police station officer in charge Sandeep Kumar has an FIR against nine villagers and one line for the record: investigation under way.

The EPC contractor is not named in the complaint. That is the first thing a bidder should notice.

Jharkhand's greenfield packages run through a small pool of mid-tier contractors whose site incidents never surface in a disclosure filing, so they never price into the next tender.

Pricing Social Licence in a Fifth Schedule District

The decision the incident forces is this: how does a contractor price social licence in a Fifth Schedule district?

NHAI's acquisition runs on RFCTLARR, and in Scheduled Areas Section 41 requires gram sabha consent as a condition separate from the individual award.

Gumla, Simdega, Khunti and West Singhbhum sit where the Chotanagpur Tenancy Act adds a further layer over tribal land transfer.

Compensation paid is an accounting closure. It closes nothing at the village level.

The Contract Offers No Shelter

The contract offers no shelter.

- Under MoRTH's standard EPC conditions, NHAI's obligation is an encumbrance-free site, discharged on paper by a possession certificate.
- After handover, security is the contractor's scope and the contractor's cost.
- Localised third-party obstruction rarely clears the force majeure bar.
- It becomes an unexcused delay on a fixed-completion schedule.

The Options and the Real Cost

That narrows the options. Bid with a priced security and liaison line item rather than an unpriced contingency. Or bid high and surrender volume.

Walking away is not available, because the Chhattisgarh-Gumla link is a committed Bharatmala economic corridor and those packages will be awarded.

So price it properly. Two guards at the gate is not the number.

The number is a stalled earthwork spread, idle plant, and a milestone that cannot be recovered because the delay is not excusable.
