Two Approvals Still Hold the Champannoor Overbridge

Two offices hold the same bridge

The soil at Champannoor, near Angamaly, has already been tested, the work carried out under Southern Railway's lead, and the General Arrangement Drawing has been submitted for the railway's approval. Neither step has drawn a rupee of construction money from the state. The treasury cannot hurry either one, because the drawing moves through a technical queue that money does not enter. What the queue fixes is the order behind it: the state cannot begin acquiring land for the approach roads on both sides of the proposed bridge until the drawing is approved, and tendering cannot follow until that land is in hand and the other preliminary clearances are closed out. Southern Railway owns the technical approval. The state owns the money and the land.

The cheapest item on the list holds every other one.

The state funded a placeholder

On the financial ledger the record is thinner. A token allocation was reportedly made in an earlier budget, and approval for the full amount needed for construction has not been granted. That is the whole of the state's commitment so far: an entry big enough to keep Champannoor on a list, and nowhere near what a contractor would price. The source says the project is expected to move faster if the state government provides the required financial assistance, and does not say who expects it. No department is named. No figure is given for the gap between the token and the build. The land stays unbought.

The gate keeps closing

Both ledgers are paid at the level crossing, which is where the cost lands in the meantime. The gate is the access route for the Champannoor industrial area and its roughly 200 commercial and industrial establishments, and closures hold up goods moving to Food Corporation of India warehouses and to the Kerala State Bamboo Corporation. It tightens when trains are halted at the nearby station and the gate stays down. Pedestrians pass underneath it, and a recent incident in which one was hit and killed by a train is what turned a long-standing demand into urgency. Residents lose a local transport route; patients have at times reportedly failed to reach hospitals on time. None of that traffic is waiting on a soil test. The engineering is settled.

The next budget carries the decision

The next state budget is the milestone the project is now pointed at, because allocation of the required funds, followed by the start of land acquisition, is what would let the authorities move towards tendering and construction. The sequence is unforgiving, running railway approval, then land on both approaches, then tender, then earthmoving. A token line in the budget breaks none of it. Until Southern Railway returns the drawing approved, the state cannot begin acquiring land it has not funded; until the state funds the acquisition, an approved drawing buys a bridge with no approach roads. The railway's remaining task costs it almost nothing and has still not been completed. The state's remaining task costs the full construction sum.

The state government now has to carry the full construction sum in the next budget and open land acquisition on both sides of the alignment, and Southern Railway has to return the drawing. Neither step does anything alone. The gate at Champannoor keeps closing until both sit in the same financial year.
