Cooch Behar Bridge Collapse: Who Signed the Audit?

4
min
Ask who last certified the Veriveri bridge for a loaded lorry and the trail stops.

The concrete span at Kharikabari, in Cooch Behar district's Mathabhanga-II block, came down at nine on Sunday morning under a truck carrying sacks. The truck is in the river.

The Unish-Bisha gram panchayat is arranging a bamboo footbridge, and the district administration has named neither an executing agency nor a funding source.

What the Public Record Shows

That is the whole public record. A bridge built in 1997. Twenty-nine years old — one short of the age threshold that the Ministry of Road Transport and Highways' 2019 inspection directive tells states to treat as high risk, issued after the Majerhat and Gokhale failures in Kolkata and Mumbai.

West Bengal's Public Works Department holds the engineering mandate for district-road bridges. The Unish-Bisha gram panchayat owns the crossing's daily reality and cannot commission a structural audit.

Maintenance liability between those two is where this collapse was manufactured.

The Shaking Was Reported for Months

Residents of Premerdanga and Kharikabari had reported the shaking for months. Sofiar Rahman, a local resident, said the structure had been weak for a long period and failed once the loaded truck entered.

People kept crossing because the detour to Mathabhanga costs them a working morning. Rural access has a price elasticity, and the crossing sat on the wrong side of it.

The Loading Regime

The loading regime matters more than the concrete.

- Spans of this vintage were specified around a freight fleet of single-unit trucks and light lorry loads.
- What moves on panchayat roads now is heavier.
- No weighbridge exists at that level to price the difference.

Overload is a design-envelope problem no gram panchayat can enforce.

Follow the Money

Follow the money and it stops. A permanent replacement is a small-value item, likely under five crore, with no ring-fenced district budget head — so it competes annually against every other road in the plan and reaches tender late.

Bamboo arrives in days. Concrete takes a decade.

The Signal in the Pre-2000 Span Stock

The tradable signal sits in the pre-2000 rural span stock across West Bengal and Bihar, largely absent from any live inspection register. Structural audit and bridge rehabilitation work is arriving as an unplanned obligation for state PWDs.

Firms able to bundle inspection with repair under a single district mandate will capture it. The rest will wait for a tender that may not come.

A Narrow Warning

For Cooch Behar, the warning is narrow.

A temporary crossing becomes permanent by default when nobody holds the funding line.
