The Greater Bengaluru Authority's Lakes Department has called tenders for Hebbal Lake Phase II with a gap in the scope that no bidder can price from drawings.
The scope includes:
- Desilting and silt disposal
- An escape gate
- Embankment formation
- Pitching
- A wetland
- A sewage diversion drain
The stretch of lake bund crossed by the Bangalore Development Authority's 2.2-km short tunnel from Esteem Mall to Baptist Hospital is out.
Eleven months is the contract duration. No tunnel completion date exists.
The alignment is under legal challenge and objections to felling 1,128 trees remain unresolved.
Read the sequencing. The tunnel alignment was fixed first, and the lake DPR was phased around it.
GBA will build the bund it can reach, hand back the interface, and wait for BDA to finish a section BDA never scoped as lake work.
The delay was designed in, at the point the alignment was locked.
The DPR accessed by TNIE widens the main bund from an average 3.5 to 5.5 metres to more than 20 metres, using 20,568 cubic metres of imported mud.
That is not restoration geometry.
A bund four times its original width is embankment built to carry something heavier than a footpath:
- Portal approach
- Haul access
- A right of way acquired under a lake contract
Who carries the risk? GBA holds the tender and the public timeline. BDA holds the critical path.
The winning contractor holds neither, and will be measured against both.
Exposure concentrates in measurement of a scope that stops at an undefined chainage, and in defect liability on a junction another agency constructs.
Whether the tender documents carry provisional sums, interface milestones, defect liability carve-outs, or an extension-of-time trigger tied to BDA progress decides whether this is a lake job or a risk-transfer instrument.
An official familiar with the matter confirmed BDA will develop the affected bund after its own works. No named officer. No published interface programme.
The signal for the market is that Bengaluru is now sequencing urban infrastructure by institutional boundary rather than engineering logic, and the coordination premium is being pushed down into the contractor's bid.
