MEMO — Indapur bridge incident, NH-65, Bijwadi village, 30 October. One labourer dead, one injured, six buried.
A debris mound collapsed on workers at an under-construction bridge on the Pune-Solapur corridor.
Deputy Chief Minister Sunetra Pawar confirmed the death and committed to a detailed inquiry. NH-65 is an NHAI corridor, and this bridge sits inside the Pune-Solapur widening programme.
The NHAI project office now faces a choice of route, not of outcome. Site accident, or temporary works failure. The evidence trail and the liability differ on each.
Option one: routine accident. Stop-work on the affected span, DSC review, claim under the contractor's CAR policy, resumption inside a month. Cheap, and it requires the stockpile and shoring design to have been approved and logged before Thursday.
Option two: safety clause. Show-cause to the contractor, then an independent audit of temporary works across the package, with recovery taken against the performance bank guarantee. Slower. It pulls the supervision consultant into scope, which is the part nobody wants.
Option three: corridor review. Every bridge package on the stretch audited for:
- Stockpile siting
- Formwork approval
- Pier excavation support
- Night-shift supervision
Highest cost, highest political exposure. Also the only route that prevents the next Bijwadi.
Option three on evidence. Option one on messaging.
Indapur sits in Baramati. Supriya Sule has already called the administration. Zilla Parishad member Ankita Patil Thackeray has mobilised her office staff.
No contractor has been named publicly. Expect the state inquiry and the contractual finding to diverge, the way they usually do.
On Indian highway bridge packages, temporary works stay the least designed, least supervised and least priced line on site.
Stockpiles, formwork and excavation support are filed as contractor means and methods. That is where the fatalities sit.
Any EPC bidder pricing NH-65 packages into 2027 should assume the supervision line moves up, not down.
