Indapur Soil Collapse Puts Service-Road Safety in Focus

3
min

The worker killed at Rajwadi on 30 October was Masharful Sheikh. Twenty years old, from West Bengal.

The soil that buried him sat beside a flyover already carrying heavy vehicles on NH-65, and the scope he was on, a service road, is the residue that gets built after the mainline opens.

The Dangerous Tail Phase

That sequence is the finding. The dangerous phase on an NHAI corridor package sits at the tail, once traffic arrives.

Supervision thins out. Retaining-wall backfill work then runs against a live carriageway.

Claims, and the TMP Hierarchy

Congress office-bearers Nivas Shelke and Ramesh Bhosale alleged in the Pudhari report that the contractor had been repeatedly advised not to disturb the embankment, and that flyover traffic should have been diverted before work began.

Those claims remain unverified. The sharper point is who made them.

A traffic-management question raised by local political functionaries rather than tabled in the safety file tells you where the TMP sat in the document hierarchy.

The Names Left Out

The report named neither the contractor nor the project authority. NH-65 is an NHAI-managed national highway, widened progressively between Pune and Solapur. The executing agency for this service-road package was not disclosed.

That omission carries commercial weight. EPC and HAM contracts carry HSE obligations tied to named parties.

Report a fatality without those names and the penalty and the Independent Engineer's non-conformance entry have no address to land on.

Labour drawn from interstate subcontract gangs, as here, stretches the distance between whoever holds liability and whoever ran the work.

Official Presence, and No Confirmed Inquiry

Those at the site included:

- Dattatray Bharane, the state agriculture minister and Indapur's sitting MLA, who inspected the site and promised action against those responsible.
- Tehsildar Jeevan Bansode.
- Police inspector Vilas Nale.

The visit was political. No departmental inquiry had been confirmed in the material available.

What to Watch

Watch two things over the coming month:

- A police FIR naming the contractor.
- A non-conformance entry from the Independent Engineer.

If both stay absent, price late-stage service-road and ramp packages as unsupervised scope in your next bid.
