Jhunjhunu deaths expose the unpriced line in road EPC

Fatal Contact With Live Conductor in Jhunjhunu

Eight workers died at Chhapoli in Rajasthan's Jhunjhunu district on Monday when road construction machinery made contact with a live overhead conductor.

Five more are in hospital with burns.

The post-mortem starts at tender stage, in the utility-shifting annexure that every bidder signs and almost nobody prices.

Two Employers, One Asset Owner

The executing employer is most likely the Public Works Department, Rajasthan, or Rajasthan State Road Development and Construction Corporation if this is a state highway package; on the NH-11 corridor through Jhunjhunu it would be an NHAI concessionaire.

The conductor belongs to Jaipur Vidyut Vitran Nigam.

Two employers, one asset owner, and no single party holding the duty to de-energise a line before an excavator works beneath it.

Utility Shifting and Live-Line Risk

Utility shifting is the chronic bottleneck in widening and strengthening.

Discoms price it, schedule it late, and rarely guarantee an isolation window that matches a contractor's earthwork sequence.

Work then proceeds under live conductors, on the assumption that the operator keeps his boom down.

Road-crossing clearance for 11 kV sits near 5.8 m under the CEA safety regulations.

Enforcement across district networks is uneven.

Contract Labour and Compensation

The contractor has not been named in the Hindusthan Samachar report.

Contract labour on PWD packages is usually drawn through a labour subcontract on daily rates, with induction and electrical competency undocumented.

Risk concentrates there, and statutory compensation flows to the principal employer once the Labour Department files its report.

Commercial Fallout and Political Cost

Commercial consequences are quieter than the political ones.

A fatality converts a routine package into a safety event: stop-work notice, non-conformance, delayed interim payment certificate, and premium loading when the contractor's CAR policy renews.

The employer carries the electoral cost.

The Jhunjhunu district administration moved on ex gratia within hours, which is standard practice and does nothing to the root cause.

What This Means for Bidders

The signal for anyone bidding Rajasthan road work is narrow and operational.

De-energisation has to become a scheduled, priced deliverable.

- Quantify shutdown windows as a separate line item.
- Get the switching schedule countersigned by the discom before mobilisation.
- Record in writing that you will not work under a live conductor.

No clause in the contract will do that for you.
