Jhunjhunu: A Road Built With No Contractor, and No Cover

3
min

The road between Chhapoli and Kadamkund was never tendered. That is why eight labourers are dead.

What Happened at the Site

Rajasthan's Energy Minister Heeralal Nagar confirmed the work in Jhunjhunu district's Udaipurwati tehsil was being executed privately, on a small scale, with public participation.

A gravel-mixing machine came into contact with an overhead high-tension conductor and electrified the ground the men were standing on. All eight deceased were local residents. Five more are injured.

No Contractor, No Safety Chain

There is no contractor to suspend. No principal employer exists to prosecute.

The site had no establishment large enough to require a safety officer, and no line-clearance certificate had been sought from the distribution licensee.

BOCW registration never happened either, which is why no cess was collected on this work and no worker welfare fund obligation now attaches to the families.

Political Response and Inquiry

Chief Minister Bhajanlal Sharma has ordered a high-level inquiry and sought a report from the Jhunjhunu district collector. Nagar has directed technical officials to inspect the site and says action will follow any departmental or technical lapse.

Both statements presume a lapsed department exists. Former chief minister Ashok Gehlot has demanded an investigation to fix responsibility. Former MLA Rajendra Gudha wants compensation and government jobs.

The Cost Booked Against the Failure

The commercial ledger is thinner than the political one.

Prime Minister Narendra Modi's PMNRF announcement is Rs 2 lakh per death, Rs 50,000 per injury. Roughly Rs 18.5 lakh.

That is the total cost booked against this failure, and it sits on the Union exchequer rather than on whoever chose to build a road without a work order.

How Informal Delivery Compresses Accountability

Rajasthan's rural road delivery has drifted toward panchayat-executed and public-participation models for years, on the argument that they compress cost and schedule. They do.

They also compress the accountability chain to nothing.

A tendered contract prices in:

- PPE
- Deployed supervisors
- De-energisation requests
- Clearance under CEA safety regulations

An informal work prices in none of it.

What Changes for Contractors and Plant Operators

The signal for anyone delivering roads or operating plant near HT corridors in Rajasthan: expect enforcement to tighten at the clearance-permit stage, not the contract stage.

Jaipur Vidyut Vitran Nigam's corridor inspection regime will face harder questions about what is being built under its lines without permission. Third-party safety audit demand will rise.

Licensed contractors bidding panchayat-funded road works should treat line-clearance proof as a pre-qualification item before it becomes one.

Eight men absorbed a saving nobody ever recorded.
