Karnataka Rail Infrastructure Development Company (K-RIDE) issued the Letter of Acceptance to Cemindia Projects Ltd on 29 October for Package 1 of the Mallige Line: Rs 665.61 crore excluding GST, 24 months, 7.795 km of elevated viaduct from Benniganahalli to Shettihalli.
The commercial question sitting inside that package is right-of-way control.
Between Mathikere and Yeshwanthpur, 1.2 km of Mohan Kumar Road will carry rail above and road below, with a stacked station folded into the same footprint.
K-RIDE chose that geometry because land in Mathikere is not acquirable at a price the exchequer will pay. The design solves a land problem and manufactures an interface problem.
Cemindia now sequences:
- BESCOM lines
- BBMP utilities
- South Western Railway possessions
against its own road flyover, on a corridor where additional works at Hebbal, Shettihalli and Yeshwanthpur sit in the same critical path.
Twenty-four months for 7.795 km is a schedule, not a plan.
Bengaluru's previous double-decker at Ragigudda ran past its date on a shorter span.
Cemindia inherits ITD Cementation's viaduct and launching-gantry record, plus Adani Group's balance sheet since Renew Exim took control and the name changed. It cannot import road width.
Same week, different risk.
RNS Infrastructure took Kanaka Line Package 2 at Rs 169 crore for 13 km at grade; the RNS-GPL joint venture took Package 1 at Rs 342 crore for 6.2 km of formation and 3.6 km of viaduct.
Packages of Rs 169-666 crore are a deliberate procurement choice. K-RIDE is spreading execution across mid-tier balance sheets rather than loading one mega-EPC, which buys award speed. Payment certainty now rests on Karnataka's budget and K-RIDE's borrowings.
The LoA landed two months after Gautam Adani met Chief Minister D.K. Shivakumar in Sadashivanagar, a meeting the Chief Minister described as a courtesy visit. That timeline will be read politically in Bengaluru regardless of the tender file.
Cemindia's exposure is variation orders on a composite rail-road scope where it controls neither land nor traffic.
Watch K-RIDE's Mathikere variation disclosures, not the LoA value.
If that package clears Rs 700 crore on paper, the 24-month template for Bengaluru suburban rail is finished and the remaining corridors get priced accordingly.
