Kerala's Public Works Minister P K Basheer told the Assembly on Thursday that the Vigilance and Anti-Corruption Bureau has still not submitted its report on the MC Road reconstruction contract.
The inquiry was ordered after a 2006 VACB investigation was found deficient. Rs 700 crore is the loss Basheer attached to alleged irregularities by officials. No individual has been named, and no recovery has begun.
The contract was Rs 215 crore, World Bank funded, awarded in 2006 to PATI-BEL, a joint venture pairing a Malaysian road builder with Kerala's Bhageeratha Engineering. Twenty years on, the state cannot close the file.
The convenient explanation is contractor fraud. A Malaysian project engineer, Lee See Been, raised complaints during construction, returned home, and died by suicide. That story points at the JV.
The uncomfortable explanation points at the authority. A World Bank loan buys a supervision consultant and payment released only against verified quantities.
If Kerala believes it lost Rs 700 crore on a Rs 215 crore road, either the supervision architecture failed to record it or the number has inflated in the retelling. Both are PWD problems, not PATI-BEL's estate.
Then the timing. The original VACB investigation was conducted in 2006. Diagnosing its shortcomings has taken until the current preliminary inquiry.
Two decades of file movement is a finding in itself, and it belongs to the agency.
Bhageeratha Engineering was the local partner:
- Licence to operate
- Site establishment
- The interface risk in Indian JV contracting
- The residual liability when the foreign partner exits or its engineer dies
BJP MLAs B B Gopakumar, V Muraleedharan and Rajeev Chandrasekhar extracted the disclosure at question hour. The project dates to Gyanesh Kumar's tenure as PWD secretary, a detail the inquiry will have to handle carefully.
For contractors pricing World Bank-funded state highways, the signal is blunt. JV structures outlive their partners. Execution-time records are the only defence available a decade later, and Kerala's Rs 700 crore figure currently rests on a minister's answer with no report behind it and no completion date in front of it.
