KMEW's Rs 303 Cr Port Dredging Win: A 10.16% Warning

3
min

The Award and the 10.16% Gap

Award autopsies usually start with the winner. Start with the 10.16%.

New Mangalore Port Authority has awarded Knowledge Marine & Engineering Works a Rs 303.17 crore maintenance dredging contract.

KMEW priced 10.16% under the next bid.

That gap is the decision NMPA actually made. The Rs 303 crore is only what will appear in the accounts.

The Scope Behind the Spread

The scope explains the spread. NMPA bundled the following into a single package:

- Outer approach channel
- Lagoon
- Dock areas
- Turning circle
- Designated berth faces
- Pump-house areas

A Trailing Suction Hopper Dredger carries the channel and lagoon work. Berth-face and pump-house dredging need specialised plant a pure hopper operator does not own.

Anyone bidding a chartered TSHD alone cannot reach KMEW's number. Anyone holding an owned mixed fleet can.

A Fleet-Completeness Test

So the tender functioned as a fleet-completeness test, and KMEW passed it. This is the Mumbai-headquartered contractor's largest-ever order, well clear of anything in its previous book.

That is concentration KMEW must now manage, and leverage New Mangalore Port Authority holds over it.

Where the Risk Sits

Risk sits in identifiable places. NMPA has bought a price for a channel that silts continuously at the Gurupura mouth, where deeper draft requirements for larger calls add volume every year.

KMEW absorbs mobilisation cost and dredger-availability risk. It also absorbs the risk that its discount was built on a cost base it cannot defend across the full term.

The Missing Number

The disclosure omits one number that matters more than the bid: contract duration.

A three-year term makes 10.16% look like commercial discipline. A single-season term with fixed volumes makes it a loan against future claims.

Annuity Work

Maintenance dredging is annuity work with no upside. Contractors buy it to keep hulls earning.

That is exactly the behaviour that compresses spreads to 10% and, eighteen months in, generates re-measurement disputes.

The Trade NMPA Is Making

For NMPA the trade is deliberate. Thinner contractor balance sheets in exchange for a lower annual outflow.

Protection sits in how siltation is measured, and whether the rate adjusts when volumes move.

If the award fixes tonnage at one figure with no re-measurement, the saving is deferred cost.

Watch the Fleet

Watch the fleet. Every bundled package NMPA and its peer major ports tender now demands hopper and backhoe capacity plus pump-house plant in one bidder.

That narrows the field to contractors who already own all of it, right up until one of them prices a job it cannot deliver.
