Six Years Late, Magulong Road Outgrows PMGSY Cost Norm

The Road That Was Due in 2020

The Katang-Magulong road was due on 12 September 2020. It is not built.

Package MN07177, Phase XI, is 12.20 km through Tousem subdivision in Tamenglong district. The following remain open, per the Magulong Na Students' Union statement of 28 October:

- Blacktopping

- Retaining walls

- Culverts

- Drainage

Read this as a post-mortem of decisions already taken.

The road stopped being a construction problem some years ago. It is now a sanction problem.

A Sanction Problem, Not a Construction Problem

PMGSY sanctions a package against a fixed per-kilometre cost norm. Six years of idling in hill terrain exhausts that norm long before the last culvert is cast.

Escalation on materials and haulage in Tamenglong cannot be absorbed inside an award struck in 2019, and no contractor re-mobilises plant for a rate that no longer clears diesel.

The union's demand for additional funds is the correct read of the file. The arithmetic closes only if someone re-sanctions.

Who Has to Re-Sanction

That someone is not the Ministry of Rural Development.

The National Rural Infrastructure Development Agency sets the norm. The Manipur Rural Roads Development Agency and state PWD have to carry the revised estimate through.

The gap lands on Manipur's own budget line. That is where the six years went.

The Jal Jeevan Mission Warning

The Jal Jeevan Mission case is the sharper warning.

MNSU alleges a completion report was filed for Magulong's water supply, New Development Bank funded, with pipeline laying still incomplete.

A certificate issued against unfinished work hands the Public Health Engineering Department an asset it did not build and a liability it now owns. The contractor exits clean. The village gets a pipe it cannot pressurise.

The Silence on MN07177

No contractor is named on MN07177 in the union's statement. Every PMGSY package is public.

That silence is itself a signal of a counterparty that has demobilised.

Risk Warning and What to Watch

Risk warning: PMGSY maintenance liability attaches only after completion. Vegetation over the formation is what a road looks like with no live obligation on anyone.

Watch December 2026. Not as a deadline. As the point where the state either re-sanctions MN07177 or quietly concedes it to the district's budget.
